ebay, you should NOT use service metrics to determine your seller performances, including applying a penalty.
You are well known that scammers are all over eBay now, they will use "does not work and defective" "wrong item sent" and any related reasons to get away with return shipping even though it is NOT true! They do not READ what we listed, they just claim whatever they want to claim, what can we do about it? we advanced our listing, title, images, and description and tried to let the buyer know what they are buying, they simply DO NOT READ.
and EbAY burns us with these, by taking away our partial refund tools and adding additional fees.
eBay, in this economy, you can kick out more and more sellers.

I just realized ebay started using that INR data to implement "penalties". When did they start this? I recall all they did with that info was strictly just an FYI and they did nothing with that info at that time.
But I see one of the "penalties" and wish they would actually do that to my listings right now despite my level being "low".
Take a look at a screenshot I had on a post made on 10/29. I have 2 days handling, which meant I shipped out on 10/31. See what is the earliest ETA day ebay gave my buyers to go from west to east coast. ONE DAY. Ain't nobody going to opt for the faster services when they see that in the slowest speed. Do I have to get more INRs for ebay to add extra time to that? Smh

They know theres a real issue happening here to you, they are refunding you. Whats their reason to you as to why, since they know whats going on, are they also not adjusting your service metrics against these deliberate account attacks? They ought to be able to not have these count against you, especially if they are causing you to be penalized.
Ebay help always told me they would get involved and review/take these off the account if they were bringing your seller account down and penalizing your account, either with your rating, or financially.

It isn't. Meta studies across worldwide groups have proven there are universally held views by men and women on what makes the other more attractive.

I think at the very least, ebay needs to be able to remove dings to the seller service metrics when its clear the seller selected the wrong reason for returning an item. Many sellers are hit with false item is defective claims, for example, but they get the item back and it works. Especially when there is message evidence of the seller and buyer discussing it and either the buyer admits it, or it just wouldn't work for the buyer (ex some console game that wouldn't work on their system but works on the sellers system) but it does for the seller.
This stuff needs to get removed by ebay not to incorrectly harm the sellers account. Because right now these false reasons do, and it puts fee penalties onto sellers that ebay admits, don't deserve them because they didn't do anything wrong.

For what it is worth, they say that their metrics they use allows for mistakes like that from the buyer. Of course there is absolutely no way for any of us to know that because they will never share how their metrics is actually built.
The SM wasn't intended to moderate truthful claims verse bad acts by the buyer. Which is why for INADs the outcome doesn't matter in the SM, the mere fact an INAD was opened qualifies it to ding the seller in the Metrics.
While Ebay doesn't release the stats, at least not that I'm aware of, we really don't get that many sellers coming to the threads complaining about getting into trouble with the SM. Which may mean that there isn't a large number of sellers that fall to the penalty of this policy. But IDK, I'm just saying what I actually NOT seeing on the threads.
Keep in mind that even before a seller is compared to their Peers [that count], they must have 10+ INADs in the SAME category. And then if a penalty is assessed, it is for sales in THAT category ONLY until the seller works out of the issue. It does NOT apply to all sales, well unless the seller only sells in one category.
