sending offers

I do not understand why none of my 19 active listings are "qualified" to send offers to people who are listed as "watchers". I have reviewed the pages that try to explain this, and I believe that many of my listings DO QUALIFY.  I chatted with some customer service rep in India, but he was no help at all.  Can someone look at my listings and explain this?

If you have watchers but none of them can be sent offers it would be because those watchers have opted out of receiving offers. IMG_2005.png

Because most are auctions and you can't send offers on auctions.

I don't do auctions or offers, but can a seller send an offer on an auction?

I wouldn't know I don't run auctions nor send offers either.

The phone reps are in the Philippines or in Utah, they work for call centres that are sub-contracted to eBay and are often undertrained.

You want the social media Chats which are staffed by actual trained employees, and you get a transcript to review in case what you heard is not what you were told.
