It could be that none of your watchers are eligible to receive them.
For instance:
- If the watcher has already received an offer from you for that item, he is not eligible for another one.
- If the watcher has turned off the option to receive unsolicited offers, he is not eligible.
- If the watcher has received too many offers from other sellers recently, he is not eligible.
