I can send offers through the app but not on the PC. Woke up to that this morning.

Same here. I can get a list of eligible items, but when you select and the popup window appears, nothing populates.
Probably the result of pushing out more idiotic changes for change's sake that nobody needs or wants, without any testing or debugging. Status quo for eBay.

I just tried to send an offer on my desktop, but the "send offers" button was grayed out.
I was able to send it using the app.

Following up: I just got off the phone with eBay, and it is a known issue with the website. ETC on resolution unknown at this point, but they are working on it.
If you haven't called and filed a ticket with support, please do. The more people that complain, the greater the likelihood that resources/priorities are shifted to resolving the problem.

This is huge as it started yesterday and hopefully they fix it ASAP. Not sure why they continue to tinker with the site and app the way they are. My app every few days or even weeks at a time keeps getting all kinds of visual updates. Can't they just leave things alone for a bit to see what is working and what is not? This is a lot of disruption to our businesses. I will tell you that since the issues from last night, I have gone way too many hours without a sale. Not sure when they will realize they can't keep doing this.

It just started working for me again, while on chat with CS.
