Seller beware.
I have sold a Snap On scanner. He has promptly asked for a return with the infamous excuse INAD ( item not as described ). I have refunded the item per eBay's instruction as well as a prepaid return label. He has refuse to return the fully refunded item and will not respond to my messages.
I have researched his profile and he has purchased sport memorabilia like baseball cards, etc. This transaction with me is the 1st time he ventured into automobile merchandises. I have reported to eBay repeatedly and only received their garden variety song and dance reply without any solid commitment to help with a charge back to compensate my financial loss.

You made a mistake by refunding without requiring a return. Your financial loss is on you.
In this type of claim if you give an instant refund you are telling eBay and the buyer that you don't want the item back.

When the buyer starts a PIWNAD return request, the proper procedure is to approve, issue the prepaid return label, and refund after the label is deliveted back to you.
Instead @flatsixmotor once you've fully refunded, the return label is void so the buyer can no longer find it to be printed.

Your financial loss is your fault. You needed to issue a return label and refund when it's been returned. If you refunded before getting it back the buyer has no incentive to return the item.
eBay won't help. You gifted it to the buyer.

Refund after the label is delivered back ? Wouldn't it be better if the item was returned along with that label attached to a package?

'charge back'...'refunded the item...'prepaid return label'...
Was this a dispute with the buyer's credit card banking source?...those are usually out of eBay hands and you are dealing with the buyer's banking source...and seller usually losses.
Your items state no returns...thus no return and buyer gets item for free and refund.
I learned a few lessons and switched to 'buyer pays for return shipping'...never had a return yet.

Seller beware? Beware of what? You are the one that gifted the item to the buyer when you refunded before receiving the item back.
You have no recourse, eBay won't help because in eBay's eyes you allowed the buyer to keep the item when you refunded instead of waiting for a return of the item.

You did it wrong.
Return first, then refund.
The buyer has already been refunded, what incentive does he have to return the item now?
Let's hope he's honest.

A no return policy just means you can deny a remorse return. It does not mean you don't want an item returned if a label is provided for not as described. You can choose to refund and not pay to get it back, but that is the seller's choice.
OP-- where did you see ebay instruct you to refund prior to receiving your item back?

Why did you report them to Ebay, you refunded before the item was returned so it's all on you.

"means you can deny a remorse return"...yes...but can you deny a negative feedback?

What has any of this got to do with the OP?
This thread is not about a remorse return or feedback.
Accepting or not accepting returns on your listings has absolutely no connection with requiring a NAD item to be returned before refunding.

Actually, as long as the label is delivered back to the seller, e.g.
The buyer gets a refund.
