eBay is a selling and buying venue.  In order to sell, you need to read the information that eBay has provided.  Start with this: Home | Seller Center (ebay.com)  

Then have you ever purchased anything on eBay?  You have a lot of reading to do to sell on eBay.  Have you registered?

Best way to find out is by listing something but I have not heard of anyone from Sri Lanka ever being ready to sell on ebay.  You may be the exception.
