i sold a 3d printer, buyer opens case immediately NAD, i approve return send them a pre-paid label through ebay, now i am in a multi resident facility so the management office signs and recieves all mail and packages, so the other day through ebay item shows delivered, i go to office and nothing, i describe box they look and after a few minutes they realize it was refused due to being suspicous 1st it was a little padded envelope, and my pre-paid label had been altered, the only thing on label was tracking#, no name, no return address and no unit number, now tracking on ebay site shows delivered, but on usps site shows en-route returned, (i do realize there is no return address) so? but i am in a small town and since the package was so out of the normal my mail person remembers it and so does our management office in fact that is how i found out about the label and it being an envelope
thats the basics of what i am up against my question which i know has been talked about 1000 times is can someone please give me the protocal for fililng mail fraud and pressing charges with this buyer and what i need to do with ebay as far as proof thanks in advance for all who offers a hand

It would help if you personally called the postal inspector in the region also, the one closest to the buyer to report this fraud.

If you think the postal service was used to commit fraud, contact the US Postal Inspectors right away.

yes i have seen that but it was never actually delivered it arrived and office refused due to lack of info on label, which should be impossible since it was an ebay prepaid label, (ive recieved returns before), but ebay site is showing delivered and not showing anything after that, that is part of the problem

I would contact both eBay and Paypal and make sure they look at the USPS site to verify that the package was returned to sender.

thanks for the encouragement i always accept returns immediatly even when i feel like its buyers remorse and they claim NAD but this one is a first for me and sending an envelope because if you notice this was suppose to be 8lb item and mail person remembers it just being an envelope, i just need to make sure i can convey all this to ebay cs but i only get USA 1:30 EST thats why i am trying to get all the advice i can before that from everyone

RETURN TO SENDER...even with no address...this item never reached YOU...so open a case no item return no REFUND!!!

eBay and the USPS sites are syncd together, I can't see how they could be different.
Call eBay and ask the rep to pull up the USPS site to verify that your item was returned and not delivered.

Note that eBay considers "Unclaimed", "Refused", etc. the same as "Delivered" back to the seller.
Otherwise, sellers can avoid refunding by refusing the return package.

The PO does take photos of items/labels enroute.
Talk to your postmaster and get the whole story/facts.
Then if needed file the proper paperwork if the buyer did indeed alter the label.

The guy who refused delivery is the culprit as far as you are concerrned. You never even saw whatever was delivered!
Who in the world told that person they had authority to refuse something that was not addressed to them? That person needs to be fired!
eBay will refund on your behalf and smack you with an unresolved case unless you issue the refund!
I can't get over some busybody deciding to refuse something that was not addressed to them, which will result in you losing the money! What gall!

Read the MBG. Seller automatically LOSES on a package refusal!
I'd wring the neck of the person who refused delivery!
