Calculation of fees for standard promoted listings has increased. The Ebay article states
"The ad fee is based on the ad rate you chose and is applied to the total sale amount of your item (including shipping, taxes, and any other applicable fees)."
Prior to June 1, 2022, I was only being billed a fee based on the actual item price. I'm searching for the communication which stated this change was going into effect. I'm having trouble understanding why the ad fee calculation should now include shipping and taxes. Thanks for any insights.

I came here because of this as well. I don't recall this fee increase having been announced in advance.
Just another hidden money grab by a garbage company.

It was in the Spring Update for Sellers; see 'announcements' and find the 'Spring Update'
It was done because it's easier to simply charge on the full price a BUYER pays.

Well...you're having trouble understanding why the ad fee calculation should now include shipping and taxes? It has for a very, very long time. It has not changed.

The promoted listings standard calculated fees based on item price previous to June 1, 2022. It now calculates on the total amount just like FVF.

It was announced in a seller update, as others have mentioned, but I doubt that finding the actual announcement will help you understand why. @luckythewinner has the answer to that. It's a for profit company, they answer to their shareholders. It's just the way it is. Your choices are, use it or don't. For me, it's still worth it. YMMV.

There is another choice for seller using Promoted Listings Standard (not for those that only used a 1% rate).
If you used 3% in the past, reduce it to 2% and your fees will not be higher (depending on your shipping charges it could be lower than before).
Similar to the change 11 years ago where fees were based on Item+Shipping, applying PL fees to the total evens the cost between sellers who charge shipping separately and those that use "free shipping".
I don't use PL much and when I do it's only for dead stock and at 1%, PL will cost me more now as I charge shipping separate but since I only pay it for stuff that is old and not selling ANY sale is a bonus even if the fees are higher.
If you sell in a congested category and really need to use PL at a high percentage the cost is being pushed up by other sellers not eBay itself.
