I sold a bracelet and paid for the USPS Priority Padded Envelope with full insurance and signature delivery totaling $18.65. The buyer just informed me that the USPS made her pay $18.65 on postage due. The buyer said they paid the postman cash and wants to know why she had to pay. I told her the label was already paid for. Never had a problem like this before. I have proof of the payment for the label. Is this some scam, or has anyone else had this happen?

Ask for the receipt and/or a picture of the USPS stickers that would have been affixed to the label/package.
If the buyer can do that then refund, apologize and take it up with USPS.

Assuming you paid for delivery confirmation with Priority mail, What does the DC show?
If it was scanned delivered, the label with the tracking must have still been attached.

Exactly -- the only other option would be for the upper portion of the address label which you had printed off, to have been either accidentally or deliberately torn off, either by one of the USPS sorting machines, or by the buyer.
Make the buyer provide you with a close-up view of the original shipping label, along with the notations from USPS showing "postage due $18.65".

Sounds strange. This is why. If you used a USPS Priority Padded Envelope this is a Flat Rate of $8.30 (eBay) or $10.40 (USPS). So even if USPS wanted to charge for the package again, why would it have been $18.65? If USPS added extra for signature it seems like they should have know the Postage had already been paid since their system showed Signature Required.

Our Canada Post carriers occasionally have to collect at the door, but they don't take cash. They carry credit card terminals. This would be a security measure both for the post office and for the personal safety of the carrier.
I'd be asking for an image of the receipt.
And if the customer can't produce that, they should be getting in touch with their local post master about a rogue carrier.

I suspect a scam.
USPS knows the label was paid for and they can view it when they search the tracking number in their system. If the package arrived with "postage due," it would be stamped as such, even if the buyer paid cash as she claims.
Tell her you need to see the envelope with the stamping on it.

I live in a very small town. I have only ever had one package that was postage due. My mail lady told me about it, and I had to go get it from the post office. Because she could not handle the payment. It was less than a dollar.

I smell a scam. I don't believe postal carriers carry cash on them for transactions. If they did, we would probably hear of many getting robbed the way our society is today.

Strange. Just last week I sent a package out that I had added "more stuff" to. I forgot to change the weight so the label should have cost more than I paid. Ebay notified me that I underpaid, and they charged me the difference out of my account. Item arrived and buyer never knew a thing about it.

Did you print out a ebay shipping label when you shipped?
If so the buyer is lying.
Block and ignore them.

They should have a receipt for the money allegedly given to the carrier.
