partial refund

I sold a lot of 2 and we need to refund for 1 defective.  Buyer opened a return and shipped on his own. 

I'm trying to do a partial refund. Why cant I do it? It only allows "refund" button which will refund all of it.

It can be done because I received one. Ebay did it. I explained what the situation was in my first report to them. They calculated some value and some shipping and it looked good to me so I accepted.

I should add that I'm the buyer.

You click the "refund" button and then on the next screen you enter the amount of the refund, on the next screen you review and confirm.

Until you get to the last screen the refund is not yet completed.
