I have been barred from listing items because I had too many out of stocks. Can anyone suggest a way to avoid this problem?

i use a sku number on every item/listing i put the number at the end of the listing title and enter the sku number in the sku field in the listing. then i put the physical item in sku number order and that is my inventory.
i noticed you have at least 2 1941 mercury dimes. how do you now which dime relates to which listing?
i see you have 3 new listings for 2c PAN-AMERICAN FAST EXPRESS 1901 MINT, FINE, NH #295. how do you know which stamp to ship if you sale one? you should have an inventory numbering system.
do you end listings and then relist? that's could be a problem which needs your attention to make sure the relist is still in inventory.

It's anyone's guess, but ebay's tolerance of this OOS defect is based off of percentage of a seller's overall sales right?
It'd be stupid if it's just a set amount or volume.
I mean there's already formally stated penalties and tolerances for these cancellations. But to invoke an unspoken selling restriction on it as well?
