Your address is not in the correct format for Uganda. You need to change the country first, and then wait for the page to reload with the correct format for your country. This may take a while, but you have to wait. If it doesn't reload, then try again. The country has to be correct before you can fill in the rest of your address.
Uganda doesn't use a Postal Code (you put the calling code into your address as a Postal Code, which shows that you did not have the correct address format for Uganda when you tried to enter the address). International shipments should be done by the Post Office, so you need to give your P.O. Box number. Also, it looks as though you put your city Kampala in where you should have put your country Uganda.
The international calling code for Uganda is +256 as you show, followed by a 9 digit number. You have to fill out the number without using any x's as in your picture. If you did fill out the number completely, then the issue is probably because the address is not correct.
Here's an example of the correct postal address format for Uganda. This is for something mailed within Uganda. For an international mailing, the country Uganda should be on the last line, underneath the city name.

I just tried entering a shipping address in Uganda, the same fictitious address as in my first post, to see how it worked. Here's how I entered the address:

In my list of shipping addresses, you can see that the phone number is formatted correctly. You should only enter numbers in the phone address, no punctuation like + - ( ). eBay will put in the formatting.
