enabling EBAY checkout?

Hello,

I wrote a very long email to eBay customer service yesterday regarding the issue I have been experiencing with customers complaining they cannot use combined shipping.  I got a detailed response, and one of the suggestions was to be sure that I "enabled eBay checkout (go to Site preferences > Payment from buyers)".  It took a few minutes for me to find this feature (the "go to Site preferences > Payment from buyers" wasn't exactly correct).  When I did find it, it was not turned on. Under the heading "Payment from Buyers", the first option is 'Use checkout' and that is set to "NO".  Obviously, it has to say "YES" but there is no EDIT button to change that option.  How can I change the 'Use Checkout' option to YES.  Thanks.

There is no longer any other option other than using ebay checkout so it doesn't have to be enabled.

In order for people to ask for combined shipping they have to use the cart for more than one item that is not on sale, has free free shipping or has immediate payment required.  I'm not sure what you checked off earlier but have you checked off to allow buyers to buy multiple items and combine payments? You will find that in account/site preferences/shipping preferences

yes, I did.  I took a look at that page just now.    I have ACCEPT COMBINED PAYMENTS, then (this is checked): Allow buyers to send one combined payment for all items purchased, Time period to combine payments is set for 3 days.

the saga continues...................  eBay customer service just wrote and told me I can 'fix' this issue by going into 

 "Business Policies" (under the "Selling" section).  I went there, and I see nothing regarding combined shipping.  Rather than going back to eBay customer service, I thought I'd write here and ask, does anyone know if this latest idea from eBay customer service is accurate?  thanks.
