if possible please tell me can i get a permission from ebay before start first listing to selling?

According to the Central Bank of Sri Lanka, it appears that people in Sri Lanka need to register as a business first, in order to be able to receive payments in foreign currency, to their BFCA (Business Foreign Currency Account). Here's a link to their website, then click on CAN YOU ACCEPT FOREIGN CURRENCY AS EARNINGS FROM YOUR BUSINESS ACTIVITIES IN SRI LANKA?  I have not been able to find anything that says that individuals in Sri Lanka can receive payments in foreign currency for selling goods and services, so this appears to mean that only businesses are allowed to do it. This would include selling on eBay.

Then, you need to register for eBay managed payments, and you will need to have (or create) a Payoneer account when you do that. Your bank account, Payoneer account and eBay account all need to match, so if your bank account is a business account, your Payoneer and eBay accounts have to be business accounts too, and your name and address have to be spelled exactly the same.  Payoneer will verify your identification documents, which may take a few days, or a few weeks.

For sellers in Sri Lanka, Managed Payments will be able to deposit your payments into your Payoneer account. Here's more information about managed payments for sellers outside the USA. There are other links on the export.ebay.com website that have a lot of information that should be helpful for you.

 Already  approved my manage payment.  

 

Now i try to do list items.

 

but i need to know before 1st listing  should i send an email to get approval from them. 

 

somebody told me like that.

If you have everything set up and they've sent you an email, saying you're good to go, you can list.

If you haven't received the email yet, wait until you do.
