by locking buyers into instant autopay, they are unable to order multiple items and request invoice. it's bad for buyers and sellers.

Have you ever tried to use the button to request a total, 99% of the time I get "The seller does not combine ship" error, or some other error.
Just yesterday I was trying to buy 3 items with combined shipping. First the seller couldn't figure out how to tun off auto-pay after I explained it thoroughly, so they change the BIN prices to what I offered. Then when I added the items to my cart I got the error using the request total button. I ended up paying the full shipping and they refunded me the difference.
So it still cost the seller extra paypal fees because they don't prorate them for refunds.
The Mobile App seems to have shopping cart issues for the last few years.
Make sure you report your experience to Ebay. The only way to get it fixed is to put more pressure on them to fix it.

I'm using a laptop. This issue is well known and hasn't ever worked correctly, it's nothing new

The whole situation between could of been avoided if all sellers weren't opted into auto-pay by default by ebay.
The seller could have accepted my offers as usual and then send me a combined shipping invoice before I paid.
You are correct, all sellers are opt'd into this new tool, but not all sellers are affected by it yet. This is still in the testing phase, so only those buyers and sellers that ebay selected are even affected.
At this time those in the test can't turn this feature on or off without actually contacting Ebay and try to get out of the test group.

It is more common on the Mobile App. But like I said, report it. The more that report it the more likely it will get fixed. Get the ticket number too so you can share it with others. The more on the Ticket number the higher it rises on the To Do list.

I issue refunds frequently especially for shipping. EBay has always adjusted the FVF based on the refund amount. Following is an example from a refund on a shipping discount.

No they haven't. Sellers fought for years for Ebay to give us a refund on fees when we issue a partial refund for any reason. But Ebay didn't do that far too many years. In fact we only gain the ability to automatically get these refunds on fees in May 23, 2022.

Posters here will use a separate account (sometimes their buying account) if they believe that the person they are responding to is not going to like what they are being told. This prevents others from messing with listings in their selling account out of spite.

However I hope you did learn that as a seller you can simply opt-out of requiring the auto-payment.

I am thinking about setting up a direct link to ebay so they can explain it to the buyers..If the shopping cart was not screwed up enough now you cannot even combine a customers multi item order...I have had enough, no more combining as it becoming nearly impossible to do from the sellers side and even more impossible for the buyer to try to figure out....Simply will refer the buyers to ebay to have them figure out the combined total....

What brought me here about this is a customer just bought 3 items and messaged to have the items combined(which is impossible to as ebay blocks you...so I simply explained that this is all ebays doing and nothing any sellers have done and for him to contact ebay and have ebay fix his account and to have ebay do the figuring for combined shipping and to express their satisfaction with what a great idea they have! One day when ebay goes up on the block, wondering why everyone has left, they can reflect back and realized that they should have just left things that work alone....

Regarding "Request total". I've found as a buyer and a seller, that if the items you add to cart are on sale / markdown / or offer was made (constituting a sale) that "Request total" won't work.
Regarding the require payment in advance, so aggravating when you want to buy multiple items and can't get past having to pay one by one with no option to request total for combined shipping.
I have also found that when I make an offer to a seller and I have to confirm payment method in advance, I don't get a notice (red bell signal that I used to get) that my offer was accepted, declined, countered or anything. I offered for jeans this morning, and went to my purchases list a few minutes ago to check on tracking for another order and saw I had purchased the jeans.
