Just sold a box of mask and buyer opened a dispute saying it is not made in the USA and it is not authentic. However, I never stated my product was made in in the USA. I have two listing photos clearly showed the product was made in China. And yet, ebay decided to side with the buyer and asking me to pay return shipping and issuing refund. What is going on ebay?

So many people are selling masks. I only sold one and got a dispute.
Giving the item to her for free is exactly what the she wants- people love free stuff
if i allow that to happen, it will only give her confidence to scam other sellers.
I feel ebay is part of this scam. i browsed many disputes in this forum. i can conclude that seller in ebay has almost 0 chance when it comes to dispute. in a way, ebay is facilitating this scam.

You where selling cheap made China masks. Be thankful Ebay did not suspend you. Agree with the other poster, tell buyer to keep them and move along.

How do you know that? The masks were registered with FDA. Passed FDA inspection upon arrival. The masks were packaged in multiple tamper-proof bags. I have all the paper work - including testing results.
Notice the complaint was not about the quality. it was about not made in the USA

You misunderstood the complaint. When someone complains it was not made in the USA and instead made in China, that means there is a 99% chance it is junk. Did you mention in the description those where made in China ?

What is the policyPrice gouging is not allowed.
To prevent price gouging, during the COVID-19 crisis, only authorized sellers can list:
- Medical masks
- Hand sanitizer and disinfecting wipes
- Toilet paper
- Diapers, baby formula, and baby wipes
- Tampons
- Lysol disinfectant spray and Clorox bleach
All other essential items must be offered at a price that is not inflated.
That is what I saw in their policy. I dont think all masks are banned

Change your listings to "30 days returns accepted" and watch your problem disappear.
Also if you think using a 2nd ID will help keep you safe from possible repercussions, take note:
Ebay is real good at linking ID's so if they restrict one the other won't be far behind.
Some possible reasons to have more than one ID:
One for buying, one for selling (to keep feedback and records separate).
Family members.
And so on, but again if one gets disciplined for a TOS violation it usually means all that user's ID's are restricted.
I know, I've had it happen so I thought I'd mention it.

This happens all the time now. I sell hard drives on ebay. I also sell the non working ones to buyers who fix them or use the parts. I sold ten to a buyer. The condition was listed as : For parts or not working (picked from ebay drop down) several tims I listed not working in title and description. Buyer got them, could not fix them. Applied for return for items not working. Ebay automatically ok the return and gave then a label to return that I had to pay for.
I opened up a case against the buyer. Ebay gave them of a month to go back and forth. I spooke to four customer service people who all said I was in the right, because I listed them as not working clearly. In the end Ebay ruled in his favor. Gave him a refund. put a mark against me for not resolving the issue and I had to pay for shipping.
Any semi smart or moral person would have realized that the buyer purchased either not reading ad, was scamming because he could not repair. And would have ruled in my favor. But not Ebay. I am starting to see more and more scammers now returning broken items that they are replacing with my good item and apply for a return and send back their junk. Only for ebay to give them a refund. If you are looking for a site that is fare to sellers. You are looking in the wrong spot.
