We have this every once in a while, while bulk shipping it spits out a label for a USPS flat rate envelope and the only shipping option on the listing is UPS.
Check the listing everything correct then even though it says that buyer selected UPS it is grayed out and unviable.
Ended up using pirate ship

The unreliability, more-than-occasional downtime, untrustworthy CS, and confusing tinkering of eBay's shipping/labeling system is the reason why about 14 years ago I stopped using it and switched to Stamps.com for ALL of my domestic and international shipping needs, with automatic download link for sales and postback... best shipping move I made. At only $18/month, I'm in full control of my shipping, not eBay. And if I need any help, a real live CS Rep quickly answers the phone and has the authority to explain or solve an issue I have... Only had to use them twice in the last 14 years.
There are also other shipping/labeling sites out there. Worth checking out.
Cheers, Duffy

We had a stamps account for years and recently got rid of it when we discovered that pirateship does everything that stamps does for free
