I haven't seen that. The only time I've ever seen that is after eBay has pulled a listing.
What are you doing when you see that message?

I see that when I try and pull up a listing that ended over ~90 days ago.   Otherwise, I haven't seen it just searching, browsing, or doing regular store maintenance.
