The Winter 2024 Seller Update is live! https://www.ebay.com/sellercenter/resources/seller-updates/2024-winter/
Honestly it's much lighter than I expected and it's noteworthy there are pretty much no new features being announced.
The big news is the per transaction fee is going from $0.30 to $0.40 for orders over $10 across all categories.

And eBay has finally provided some official info about the changes to unpaid items for offers that keep the listing active until someone pays that we've all been scratching our heads over for a couple months now.

Other than that, it's basically drafts being saved for 75 days.

Shipping company gets most of the $10, so almost all sales will see this increase. For the cost to the seller, I hope they use the money for advertising. I see no advertising anywhere and that money would be well used there, in my opinion. I don't see any other way the sellers would benefit from this increase.
Between this and the shipping increases, this is becoming less and less profitable.
Come on, Ebay, give us a break.

It's the Middle of the end.
When you can't attract new customers, you bleed your existing ones more and more to try keep profits up and things afloat, as the existing customers (rats) jump ship left and right...
