Dear Andrea Stairs,
I registered with eBay December 1996. (Before eBay's Stock went Public) I have a real problem with how eBay handles the shipping for eBay Sellers.
The only thing I appreciate is the discount that eBay offers. I truly wish that eBay would not get involved with the shipping quotes to the prospective buyers. In the past, if a buyer wanted to know or have an estimate of shipping to their address they could email the Seller and get a quote. It would then be up to the Seller to use the eBay Discount if he or she so desired. The way it is set up now if a buyer clicks on the shipping and enters their zip code it does not show the discount that the Seller could give if they wanted to pass that along to the Buyer. The amount that the Buyer sees is a much higher amount. Especially with FedEx. Example: If you click on a heavy Snow-Boot and I enter Priority Mail and FedEx Home Delivery in my shipping for my listing and put down the measurements for the box and the weight, and the buyer puts in a zip code that is in Zone 7 say from Idaho. The shipping shows say $39.00 Priority and $41.00 FedEx Home Delivery. If I click on FedEx Shipping and enter Discount I could ship these boots for $16.00. So if the buyer sees the High Shipping they will not purchase the boot. I have lost a sale, and eBay has lost a sale. Also after the Sale, I would wish eBay would not put anything down for shipping. Please let the Seller send them an invoice so the Seller can elect to give or not to give them the discount. Andrea, I know eBay keeps on trying to get everyone to use Free Shipping, but many items cannot be shipped free, and many items cannot be shipped in Flat Rate USPS Boxes. I think FedEx and UPS get a raw deal by eBay as they both give huge discounts
on shipping, but with the present method of eBay's shipping Rules, Shipping Calculator and other Shipping Policies the Seller cannot regulate his or her business.
Yours Truly

“Hello Sellers!
I’m delighted to take on this new seller focus and support role. I’ve been with eBay for fifteen years and what inspires me is the connection and community between sellers and the people working on their behalf. Working at eBay is a joy – plain and simple – and I am thrilled to take on this new dual role.

Vintage Danner RAIN FOREST Gore-Tex Insulated Boots Women's Size 8 "Made In USA" eBay number: 363284571212
My apologies,
It works on a new re-listing.
How can I get it to work on all my old listings without revising them individually?

You have the "option" to pass along the "online" discount to a buyer.
Once chosen that applies to all listings.
I do not use FedEx/UPS because of my location, and would not anyway because of the after the fact huge "surcharges" that sometimes are applied.

"I truly wish that eBay would not get involved with the shipping quotes to the prospective buyers."
Shipping can make or break the deal. Many buyers won't even bother to open the listing if the shipping they see from the initial search is overpriced. Computers were made to calculate. All you need to do is select the carrier and class and add the box size and weight. The rest is all done automatically. Everyone's computer has a zipcode; buyer and seller. Few sellers would have the time to answer a plethera of emails asking for shipping quotes. I don't think I'd have time to list or ship if I had to dodge shipping quotes for potential sales and few buyers would want to wait. We've become an at your fingertips instant gratification society. As for passing along the shipping discount it's an option is shipping preferences.
I purposely go out of my way to make my shipping as low as possible by shaving boxes and packing light. I don't want eBay to have any say in that.

Good news! There's no need for Andrea's intercession. Just change your site shipping preferences under "offer carrier-specific discounts for buyers".

That does not work.

That does not work. You cannot just one method to give the discount.
I just wanted to give 30% discount on FedEx, but not USPS. Your URL
does not allow that. https://www.ebay.com/ship/prf

It allows you to charge buyers the "eBay discount" price for FedEx shipping, which is what you said you wanted to do.

eBay makes you offer all the rates not just one like FedEx.

You can specify the ebay discount on just Fedex. Click on edit next to offer specific carrier discounts to buyers and then check off Fedex under 'offer ebay negotiated discount rates'.

I did that but it does not reflect the discount when I look up the postage on my listing. Thanks, Leo

Example:
Click on following eBay item number and then click on shipping to your zip code and tell me what it says for shipping to your location. It says nothing about a FedEx Discount Leo.
BOUNDARY Winter Snow PAC Boots Men's Size 8.5 With Removable Liners
eBay item Number: 303873443005

USPS Priority Mail (2 to 5 days)
FedEx Ground Mail (1 to 5 days)

https://www.ebay.com/ship/prf does not work. Leo.

Changes you make only apply to new or edited listings where a shipping cost applies.
Can you upload a new one or edit one?

It will affect new listings and will probably affect existing listings if they are edited and saved (even if you don't make any real changes, it's just a re-set).
