eBay Fee Scam?

After Relisting several items that didn't sell I noticed that I was hit with listing fees on the second screen after the first screen said I had $0 Fees. Anybody else getting hit by this eBay scam?

I think this is a money grabbibg glitch. I had something similar happen but before clicking the final screen. All of my listings qualified for free credits but they wanted like four bucks. Just try the listings again and it should show them right assuming you have free credits left.

If you relist an unsold item, eBay will credit back your insertion fee if the item sells. This credit is available only on the first relisting and you must use eBay's relist feature to be eligible for the credit. ... You will be charged for another insertion fee if the relisted item does not sell.
