Forever Stamps for 3 Cents Each

I just looked up sold listings for some old USPS publications I have. I see tons and tons of sold listings for Forever stamps, 1000 stamps (10 rolls) for less than $30. If my math is correct, that's less than 3 cents each for a 78 cent forever stamp....
