does paypal not refund the 2.9%?

I heard stories earlier this year they were going to implement not refunding the 2.9% they take when you issue a refund. Did it come to be or not?

Not that I am aware of. I just had a return and PP refunded their fee.

That policy change is on hold indefinitely.

fwiw, not currently being done, but it's allowed in the current Paypal UA. They could reverse that decision at any time.

"They could reverse that decision at any time." looks like the time has come..... They will no longer refund the 2.9% or .30 fee when refunding, which includes order cancellations, The policy change is going into effect beginning on Oct. 11, 2019 Now the question is to honor order cancellations vs the risk of false returns...
This policy only gripes me mainly on the order cancellations buyers do. They buy/pay for it and 5 min later come back and ask to cancel.

“This policy will not apply to duplicate transactions, voids and most disputed transactions.”
“A “void” occurs when a transaction is canceled before it has a chance to be settled. This might be a transaction made by mistake and quickly canceled or similar situation. Once the transaction is settled, it cannot be voided, only refunded. Because a void makes it like the transaction never happened at all, no fee was collected from the merchant and thus nothing to refund.”
