Did ebay remove the ability to block buyers with 0 feedback or purchase history? I thought I saw it in seller prefs. not to long ago now I can't ind it

You've never been able to block buyers with zero feedback, Ebay wants new bidders. You can block buyers with two or more unpaid items.

Why would you do that? We all start somewhere. I have had more issues with buyers that have thousands or tens of thousands of feedback than I've had with zero to 100 feedback.

No, you can't block members with no or low feedback.
You can block them from buying from you again for a certain amount of days.

Once upon a time (it might still be there) you could block a buyer that had a minus 1 or worse. That was when buyers could still get red donut reviews. The policy stayed that way for many years after buyers could only get positive reviews even if they were crooks. Since there was no way for a buyer ID to be a -1 feedback (unless they sold on that ID) the inclusion of that block became obsolete.

It has never been possible to block those with zero feedback. Never. Everyone starts at zero. Every buyer and every seller, too, starts at zero. You did.
Imagine walking into a store and being told you were not allowed to buy anything there because you'd never bought anything there.

Thank you the only reason I asked is because I had more than 1 instance lately were a new buyer ( only a few days old) has bought something and than either dispute the charge once shipped or not pay hanging up the item 4 days

Very annoying.
The Dispute can be handled in the first instance by providing the tracking number showing that it has been shipped or even delivered, for a Not Received claim and by demanding the return of the disputed item in the case of a Not As Described claim.
Even if you have a No Returns policy, you are allowed to demand the return before refunding, although you may have to provide return shipping.
The demand usually ends the claim, because that kind of scammer wants to keep the item. Having a No Returns policy encourages this behaviour, because the scammer knows that No Returns does not mean No Refunds.
The Unpaid problem can be lessened by setting up your Sell Your Item form to automatically cancel Unpaids after four days. I believe this also automatically relists the item. Still a four day delay, but no labour involved.

And if you go to the Buying forum, you'll find buyers who claim to have had problems only with zero-feedback sellers.
In my own experience, with buyers and with other sellers, the feedback number is not predictive of transaction ease.

Hi, there is a better method of dealing with non-payers than attempting to block them based on feedback history. Trying to manage risk by wholesale blocking of zero-to-low sales-history buyers is akin to throwing the baby out with the bath water.
If dealing with non-payers is a touchstone issue with you, list instead with Immediate Payment Required enabled on your fixed price listings. Doing this means forgoing Best Offers, as that voids the IPR setting.
In addition, set your Buyer Requirements to their strictest settings. This will block serial non-payers from having access to your listings. For more information, see links below.
