Monthly Selling Limits?

Say we have 500 as our monthly selling limit. We've sold 40 and have 300 listed. Shouldn't we still have 160 available to list? I thought if we had listed some that didn't sell we'd get that number back to re-list again? It sure doesn't look like it ...
