It won't matter, nothing will sell. Things that are $4 shipped on Aliexpress or $13 shipped Amazon prime don't sell for $38 on ebay. Particularly when your competition failing to sell the same items are much cheaper.

I'll bet this question is what the latest round of "Get rich on ebay" scams is telling them to ask here. The original poster had to have purchased those listings prebuilt from somewhere. Nobody just shows up first day with listings that look like that while also having done zero price research unless they got it all from somewhere else.

I would contact customer service in your country and see what they can advise. Drop shipping is a very risky business plan and most don't do well, especially if they are inexperienced with selling.

You are dropshipping stuff made in China that I can get at the local dollar store for a fraction of what you're charging for it, if I wanted it at all, and have it in my hands the same day.
Remember, too, that while you have no control over availability, quality, authenticity, proper packing, or timely shipping -- YOU are the one responsible when problems with any of those arise.
Calling it "forward-deployed inventory" instead of "dropshipping" does not change a thing about this poor business plan.
Sorry, but you have been sold some scheme that is going to cause you nothing but grief.

What exactly do you mean by "forward deployed inventory"? If you have a warehouse in another country where you maintain inventory you do not need permission to ship your items from that location as long as the shipping origination point is correct. There are lots of international companies that ship from multiple locations. As to how the financial aspects of that work with regards to taxes and financial processing may be a bit of a complicated matter.
