Forward Deployed Inventory is when global sellers (based outside the main eBay locations of North America or Europe), ship their items from an overseas (to them) warehouse that is located in the same country where their buyers are living. It's not supposed to be drop shipping, the sellers are supposed to ship their items to the warehouse themselves. It's supposed to be a fulfillment service, like Fulfillment by Amazon.
Sellers in South East Asia are required to ensure that the warehouse they use meets certain standards, but I haven't found that sellers have to get approval for this, other than meeting the performance standards that are specified. It seems to be more that they have to use an approved warehouse.

I suspect that the problem these new sellers are encountering, is that they are (as suspected) actually drop shipping, not using forward deployed inventory, and their drop-shipping suppliers are not meeting the requirements.
