First time they replied ignoring your counter, block them. Seriously. They are just playing around with you wasting your time.

Buyer gets annoyed
Buyer accepts.
Buyer cancels.
Buyer laughs and laughs.
You can avoid the whole mess by setting up Best Offer with parameters.
Below one parameter and automatic polite letter of rejection from eBay.
You never see the offer or the rejection.
Above the parameter the Offer is automatically accepted. You get instructions to ship.
I got an automatically accepted Offer tonight which had received three previous rejections, so the message from eBay must be very polite and encouraging.

If it's a low ball offer I just ignore it and let it time out.
I'm not going to decline so they can send another low ball offer.
I found this shows them down.

IMHO Here is where you went wrong
You should never counter non-serious low ball offers, I feel those should only be declined. Countering those encourages them. ..... also, I never like using the phrases "firm price" or "best price" unless I'm dead pan serious... I like to say "we think this is a fair price" ... or ... "we think this is fair and therefore is our best price".
Whenever a buyer says "BEST OFFER" with their unacceptable offer, I just decline. They almost always then increase their offer and I have a good laugh as clearly the lower price wasnt their best offer. Those words are always a lie.

The strongest negotiating tool is the ability the walk away. If a buyer starts treating you this way, don’t be afraid to decline the offer and say I’m sorry I don’t think this will work out. Often times they will come back to the table with a higher offer.
