Why selling limit is zero for new people?

I am new, only couple day. My selling limit is 0 (zero). I purchased few items paid with PayPal, thought to sell some of my own. It refuse to accept listing, stating I am over my selling limit and that is "0". I tried to search but people said it is maybe PayPal not connected or some similar (those posts are from 2014). I got a PayPal accopunt and it is connected. Do I need to be a buyer for a whle to be able to sell?  

I have friends in other states that sell on eBay, they told me they were able to sell from first day. Did some policies changed? I have a DVD collection and hundreds of books to sell and a long list of other things I can come up with.

You've registered a cc or debit card for automatic payment?

Did you do these steps to set up your seller account...

• Confirm that the name and address eBay has on file for you is correct
• Confirm your phone number
• Specify an automatic payment method for paying your seller fees and eBay Money Back Guarantee reimbursements

I confirmed my phone, addresses are correct, PayPal is connected, automatic payment with PayPal as well. I was able to buy using PayPal.

It's encourages me to sell, and tells me my limit will increase after they review past sales. How I will have past sales if my limit is "0" ?

Where to enter tha card data?  I try to find the place is not that easy.  Change automatic payment from PayPal to Card?

How to link your PayPal and eBay accounts

You can link your PayPal account to your eBay account to pay selling fees, receive payments from buyers, and pay for items you buy.

Here's how to link your accounts:

1. Go to the PayPal account section of Account in My eBay.
2. Select Link my PayPal account.
3. You'll be redirected to PayPal. Sign in to your PayPal account, and select Return to eBay. This will take you back to your account settings.

It's amazing how complicated they make it. What is almost and what is missing?  How come i can pay with PayPal but not sell? I must be missing some, sorry for the inconvenience.

no, but nobody asked me anywhere to do it so far

You can verify your account by completing two out of three steps: linking and confirming your bank account, verifying your credit or debit card information and/or providing your social security number.

just did link the account with PP and they will charge me some that I need to confirm, nobody told me this before , I dont see any instructions regarding steps to be qualified as a seller....

peole told me its easy to sell on eBay...lol

You need to be sure you have entered the email address you are to be paid on, and the credit card that you wish your fees to be taken from.

New seller limits are a dollar and transaction number amount, such as $500.00 or 5 transactions, whichever comes first.

Go to PP and enter verifying my account..follow those prompts..PP will make two small deposits to your bank account,that is to verify that it is your account, and you will go back to PP and verify those amounts..they will want your ss number too for tax purposes..

Yes,you have to have an electronic back up payment registred at PP.
