So in order to circumvent eBays suspension or restriction you opened this account? 
You realize it is a violation of eBay policy to create new accounts when you're suspended or restricted. When eBay catches up with you,  you will probably be banned.

Can't say that I know for sure whether eBay does that or not.

But it's hard to picture eBay willingly disposing of buyers , no matter what they've done or how many NAD cases they have opened.  Perhaps someone else can comment on that.
