Why am I suspended for trying to return an item that is not as described?

It's hard to attempt to reply without a better understanding of the circumstances in your case. Usually, if/when a buyer opens an NAD case, the seller is required to send him a prepaid shipping label and to refund when he receives the returned item. If that doesn't happen in a reasonable time, eBay will refund the buyer and allow them to keep the defective item. Don't think I've ever heard of a buyer being suspended for opening a case so have to assume there are more details than you've shared. eBay usually bends over backwards to make buyers happy. How about returning and telling us about it?

The process is automated. If you look like you should be suspended or restricted you will be.
It is rare that a compelling case for reinstatement can be made without more information than can be evaluated online.
There is no court to adjudicate these actions. It would cost too much and only increase risks to the community.

You would have to give us more info about what happened. eBay has never disclosed how it decides. Like double secret probation. Always been secret.
Have you opened other accounts or been restricted before?

You must REALLY be abusing the return system to get booted for that.
Ebay rarely takes our side.
If you tell me account name you buy from I'll add you to my ignore list.

I have been suspended with other means after being a seller/buyer for 20 years. Yet my account was reinstated for selling Digital Copies and afterwards, was in good standing...Then I received a battery charger that failed. I asked for a shipping label and received one, and as soon as I received a label, I got a suspension notice from eBay stating I was abusing the return methods..It's unbelievable. And I can not send back the item nor be afforded buyer protection.
I had to open a dispute with my bank...It's nuts ...No due process, no rendering of what I did..nothing...

Did you use the shipping label you were sent?
Has the return been received?
Have you been refunded?
The refund happens AFTER the delivery.
Going for a chargeback would end the eBay dispute, since they do not allow double dipping.

I'm just trying to figure out the number of returns eBay uses to suspend someone since that's a secret.

You came here asking for help or advice and when several people asked for more information, you remain evasive and just kind of blew everyone off. eBay, like any other business, makes changes over time, but it is not a whole different company than it used to be. There has to be more to your story so if you would care to give more information about what happened to you, I'm sure people will be more than glad to help you.

Is it possible that eBay only allows a certain number of INADs per buyer?

I can imagine eBay sending confidential emails to a string of sellers asking if the item that they shipped OP was in fact as described in the listing.
If 5 or 6 or 7 sellers all say, "yes, the item was as described and the buyer is not telling the truth," I can certainly envision a buyer suspension.
