Ebay locks in a $4 price on my items because of something called a "shipping policy."
I don't want nor do I need a "shipping policy". However, once it's born it's like a concrete demon from hell to get rid of.
Now I'm supposed to send a 20 pound box for $4 shipping?
IT will not allow editing
IT will not allow changing the shipping price for a particular listing.
IT will not allow deleting
How about giving the seller some control over his own listings?
This is sooooooooooooooooooooooooooooo frustrating
I just want to list an item and put an asking price and shipping price. That's ALL I want! Is that too much to ask? Instead of spending half an hour vainly trying to adjust the shipping price for ONE ITEM!!!!!
Has ebay hidden the phone numbers for help, or is that dead, too?

If you don't want to use Business Policies you can turn that off (opt-out).

You can edit a shipping policy or create a new one just for that listing right in the listing form. Click on the three dots to open the menu.

Sounds like what the others are trying to explain to you. Not Ebay doing this to you, it sounds like you set up a Business Policy that either needs to be deleted or adjusted.
Customer Service is very easy to find, but you can't call Ebay. They haven't had a call center since the Pandemic.
On each Ebay page there is a link to contact Customer Service at the top of the page and again at the bottom of the page.
I would suggest that you contact Ebay for Business on Facebook, Instagram or Twitter for the better trained CSRs.

Your options will be on the left. If you use the link below you can only get to the Automated Assistant or Chat box type AGENT in the box and hit enter. You will then get more options. Not all options are available 24/7. It will depend on staffing available. So sometimes you can request a call back and sometimes you can't. Sometimes you have the Chat option available and other times it won't me. If it is important to you to use one of those options, just try back later.
If you use a cell phone or other mobile device, you may need to turn off your Spam filter so that Ebay can call you.
If you are a seller outside of the US or Canada, you will need to use the Chat Option.

Just opt out of policies, but keep in mind that each time you list the shipping will default to what you just did the time before. If you need to change it you must pay attention!

I did not ever set up a shipping policy. NEVER. Why would I?
I list the item, set the price, set the shipping cost, click on list it. That's the procedure
That's the way I have done it for 20 years. Why did ebay screw this up? Now I can not even complete a new listing.

The phone reps have a terrible reputation for getting you off the phone as soon as possible even if that means giving you the advice you want to hear instead of the advice you need to have.

Are you using Flat Rate or Calculated Shipping?
For Calculated Shipping you have to enter the weight and dimensions of the package.
This may require some estimation.
Better to be oversized than undersized on estimates.
The $4.00 makes me think of the Media Mail default of over a decade ago.

The problem with this board is the condescendingly arrogant paid ebay employees who start out every reply with "You're wrong..."
Even the structure of this message board violates elementary rules of arithmetic - "message 13 of 12" ?? How can the latest message be the 13th if there are only 12 messages in total? LOL! Even a 3rd grader knows that's bad math, and it's a 5-minute programming fix, yet Ebay is too high and mighty to get off their lazy butt and fix it. Shows their contempt for the customer.
