I have a listing that started with 4 identical items. One of them sold. I want to lower the price for the other three, but eBay won't let me do it, and doesn't give a reason (yeesh it seems that would be SO easy to list the reason right there on in the listing/revision page).
Do I have to cancel the listing and start over? Thanks...

Sent offers would have no impact on the OP's issue at all. Item price is one of the few things you CAN edit while an offer is outstanding. Here is one I have out right now. Note the title is grey-out (can't change a single character). Same with the listing format and IPR setting. But the price (in black) is still editable.

Here's something to try, at least for gits and shiggles (it will just take a moment and won't hurt anything). Open the listing for revision, and see if you can change the quantity to 1. If so, do that and then hit Revise. Then open it again and see if the price is editable.

Yes, that's correct.

I wondered the same thing - is there an existing offer? At the top of the page, there is a banner that says:
YOU SOLD THIS ITEM. YOU SENT ONE OFFER.
(As a side note, by "offer", does that include both an offer FROM a buyer as well as an offer I would send TO a buyer?)
So I looked for ways to retract that offer - but I don't see any way to do that - which actually makes sense to me, as I don't remember getting an offer or sending an offer - plus I can't fine any record that I ever did.

Have you tried the thing I suggested in message #17?

Thanks - good thought - but I don't see a way to change the number of items.

OK - I finally found an offer I sent to someone - wow that was hard to find. I'd like to cancel it (to see if indeed that offer IS the problem), but I don't see a way to do that.
Anyway, it expires in 7+30. I'll report back later with results.
Thanks everyone.

Turns out I do - (it was very hard to find, and further, I don't see a way to retract it).
In 7 hours an 30 minutes, when my offer to the seller expires, I'll try again.
But why does eBay care about this situation? Why would my lowering the sales prices have any negative effect on an offer I had previously sent?
Whatever...

It's not because of any offer. That doesn't lock your ability to edit PRICE, ever.

Do you not have that Quantity box right under the pricing, like I showed in the screenshot? -You have to do it with the listing open for 'Revise listing.' You would just delete the '3' and replace with '1.'

So the answer for me was to wait for my offer to a buyer to expire - and THEN I was able to change the price.
Thanks everyone.

I guess maybe the price being still-editable during offer waiting time does not apply to listings with multiple available, but I can't think of why they would make it like that. Oh well, glad you got it edited now.
