Why are offers being sent automatically to buyers

I am finding that eBay is automatically sending offers to buyers without my consent.  When I look on my active listings screen it shows I can click on send offers to a number of buyers but next to it keeps coming up send offers  - sent.  When I click on that it shows they have been sent an offer.  This is not when someone has made an offer it is just offering discount.   I already use voucher codes to show discounts so why...  Who is controlling my account me or eBay?

When you originally sent offers in the past you had the box checked that allows eBay to automatically send offer to other interested prospective buyers in the future. So basically when someone views your item for an extended period of time or adds it to their watch list they will then receive the offer that you created sometime shortly thereafter.

The answer straight from eBay is on "old listings" they send offers without your knowledge or permission and there is no way for them to turn it off. The offered 40 percent off several of my items and STILL CHARGED THEIR FEE.
