I've been having this problem, too. I contacted Ebay Customer service chat about it. After asking me to go through numerous tests/ideas, the customer service person concluded it wasn't something they could deal with and told me to call the customer service phone number, promising to directly connect me with someone. I called and was told no one was available but that my number was added to the queue and I'd receive a call within 12 minutes. Forty-five minutes later, I received that call. The person on the other end asked me to do all of the same things that the chat-agent did, again to no avail. I was put on hold several times throughout. Upon concluding that none of these things worked, she asked if it'd be okay if she called me back in a few minutes. I agreed. About 15 minutes later, she calls back and tells me that there's some glitch in the system and that IT is looking at it.
So now, I guess, we wait...
(Sorry, that answer was a quasi-rant about how terrible Ebay's customer service is. It is truly terrible.)

@Anonymous Trinton - I thought this issue was fixed?
@kff100 @derekthegreat There was another thread about this a few weeks ago where Trinton let us know this is a known glitch and you can call eBay CS to request a refund. If the rep you spoke with isn't familiar with the issue I would suggest calling again.

I had this happen about a month ago. If you check the box, then uncheck it again, the fee should go away.
Ebay is more concerned with putting competitors ads on our listings than addressing site issues such as this.

I can definitely take a look at this error and get it escalated appropriately as well as ensure you are credited for any fees charged in error. Email askcommunity@eBay.com from the address on file with a link to this post. Once I get the details, I'll work with you to get to the bottom of this!

Same thing is happening to me. Everytime I try to uncheck the Gallery Plus box it just checks itself right back on again. There's literally no way to sell an item without it.

Apparently it's not just the Listing Page that's causing this.
I'm trialing the SixBit software to replace Turbo Lister and have been listing and relisting exclusively with it for the last week or so. After reading this thread, I reviewed my fees under my Account and yep ... I've been charged a $1.00 Gallery Plus fee for one listing I uploaded on October 2nd at about 7:30am.
Now, since I've been using SixBit, I've developed a template I've been using for all listings and nowhere have I initiated a Galley Plus upgrade. So it's apparently happening after the listing is uploaded to eBay.
This is pretty hard-core rotten, eBay.
Item number, a link to this thread and a screenshot have been sent to the email address as requested.

Sincere apologies for any issues you’ve experienced in being wrongly charged for Gallery Plus and thanks to those that have already gotten in touch with us to help solve their issues.
Sellers began reaching out about this issue starting on the 4rth of last week via various channels including board posts like this one—since then we’ve been working in a cross team effort to try to figure out the nature of the problem and get it solved for those affected.
We’re asking any sellers who haven't reached out yet and are still experiencing this issue to please provide us with some information to help us follow up and try to resolve any lingering problems.
If you could provide a recent 1-2 examples of listings where you were wrongly charged and include the following it would really help facilitate investigating your case:
Issues persisting at this point (if any) are a potentially a complication of the original problem last week; the more information we have the quicker we can troubleshoot and follow up.
Apologies again—we understand this is a huge nuisance and will continue working to resolve everything.

@Anonymous You may be interested to read this thread from Aug 25th regarding the same issue. At the bottom of the first page an eBay Blue noted that it was a known issue and had been fixed (though clearly it wasn't fixed).

When are ya'll getting an auto check on best offer for relists?
I know if you do a relist on one item and get the popup screen it does have the b/o checked, but pretty easy to uncheck? I've always had add b/o when bulk relisting.........

I understand the frustration which is why I wanted to ensure the Non-Sport Trading Cards Gallery Plus option issue was looked at and fixed accordingly by the relevant team(s).
I am sure it never is fast enough... but I do have some good news
The issue has been resolved since 10/13/2016. The issue had started from the category rollout date (10/04/2016) but the entire 'Collectibles' meta has been backdated to accomodate listings created before the category rollout.
The credits have been pulled and will be posted later this week. If between the start of the issue and 10/13/2016 you have been wrongly charged for the Gallery Plus option in those categories and have not been credited by then, please make sure you call CS so they can sort this out for you.
