Let it not be of any concern... continue listing/selling as per regular routine prior to this pandemic thing and avoid all thought of the banned products...

Maybe when the Pandemic eases around the world
Here in NJ I still can't get any wipes, hand sanitizer, Alcohol, Peroxide etc. at stores in my area .
I was thrilled to be able to place a buy online pick up at store order and had marked will accept substitutes
I ordered Napkins not 1 brand to give me, I ordered Rice not 1 bag or box to give me
I guess we just have to wait and see when they will loosen things up and allow sellers to list things again .

As long as people continue to be scared for their lives the gouging ban will not end. Only when people think it I safe to go out without hand sanitizer will the ban be lifted. At that time it will be useless for those gougers to even list their high priced hand sanitizer because no one will be willing to pay above retail price.

It never seemed to start for some sellers. There are people that have been selling stuff like that and continue to do it this very day without getting caught. So I'm not sure how it works.

None of the current bans are likely to get lifted anytime soon since we are still in the middle of this Pandemic. The the resurge of the virus, many of these supplies are starting to run low again in certain areas, hospitals, clinics, first responders etc.
Keep in mind that while this ban is referred to my many as to being for Price Gouging, it is NOT totally about that. You can't list any of the banned items even with a reasonable price, you would get flagged and your listing removed. The word "banned" is what you need to pay attention to.
FYI, the actual Price Gouging policy is one that remains active on Ebay 24/7, 365 days a year. You are actually talking to the March 5th, 2020 Announcement banning certain items from the site.
I would say the bans are here to stay for awhile through the fall and maybe the winter too. Maybe next spring will be better.

It is worth noting the ban also applies to anything that involves the word "disposable" in its description. Also anything that contains the letters "FLU". So no fluorescent items no fluoride, not chimney flues and this long list of words that contain the letters "FLU" based on what I have learned today.

All I can tell you is this...
Driving around for 2 hours to several stores, going into each one just to see the shelves where isopropyl and peroxide would be completely swiped clean, in each of 5-6 or more stores I went to... Then coming home empty handed and tired, logging onto ebay and doing one last search and seeing ...
Oh LOOK Ebay's Fully STOCKED!!!
And some sellers might think how wonderful that is, how great they are doing us buyers a favor.
But I didn't see it that way at all.
It might not be so bad but I know liquids are heavy and it's going to cost $7 for every quart to ship bringing the total near $10 plus fees and profits will run me near $20 for a quart bottle when I could've just paid $3 or $4 at the store each if SOME folks hadn't HOARDED every last one!!!
That's how I see things...
And when I'm in that mode it becomes rather difficult NOT to report several of those listings for Price Gouging.
Just so you know how that comes around, you know, from a buyer's mindset.

Hand sanitizer, alcohol and peroxide are fully stocked here - no problems. It's because local stores put limits on how much people could buy.

Ebay should just put a fair price per ounce cap on hand sanitizer. I sell assorted items and I'm covered up in hand sanitizer. It's a shame we can't sell it to people who need it.

Whenever eBay decides the time is appropriate...
and as long as Covid is so prevalent and out of control in the USA, don't expect it anytime soon...perhaps about 2022...
