I refused to cancel a buyers order 11 days ago. He still hasn’t paid and I can’t open a case against him. What should I do?

If you deny the cancellation, you are not permitted to open any other type of action against the "buyer". It used to even be worse, since fvfs were charged as soon as the buyer purchased, so the seller would lose those if they denied the cancellation. At least now that isn't the case.

One more thing. I was thinking this only applies to the 1 hour window formal request by the "buyer".

Which is more important; buyer getting a strike or product now being tied up for 11 plus days? If they had not paid or I had not shipped, I would have canceled as soon as the request came in and put them on my block list. Done deal and move on.

I've followed the UPI/CXL topic over the years. There was always a system limitation that prevented more than one "request" for the same transaction. Examples:
This was never published in the policy pages that I can remember. It was confirmed multiple times on these boards by eBay reps and on the phone by CS reps (source 1, source 2 ). It was described as a system limitation, not a policy.
Part of this changed in the Spring of 2020 (source). The system was changed to allow cancellations after UPIs were closed with payment. However, you still could not initiate a cancellation after you already declined a buyer's formal (within one hour through the cxl system) cancellation request. Only one cxl request per order.
Then the UPI process changed to a cancellation process, so that brings us back to a system that has never allowed more than one cancellation request on the same order.
The OP can archive this order out of sight, out of mind. The only potential fee loss in their case would be if there was a promoted listings fee.
The question is when should they archive the order and relist? I think the answer is, if we go by the current UPI timelines, 30 days. Even though the order can't be cancelled, I think 30 days is all the time the system will allow for payment. I'm not 100% on that, but I'm pretty sure.

Correct me if I'm wrong, but doesn't that render the seller's decision to accept/deny useless? Like what @donsdetour said "And why bother with the seller: just cancel it if the buyer so desires..." Don't even give us a choice in the first place. Is this ebay trying to look like a good guy forcing a cancellation (nonpayment) but disguised as a choice?

You have to be really specific around here. If you say, "don't even give us a choice," you're asking for a potential world of hurt. You need to preface with those very important words, "As long as the buyer has not paid yet ..."

Or is this just one more situation where members, particularly those who participate in the discussion boards--trying to give better answers that the ones given by eBay's "customer service" representatives--are supposed to bookmark your response for future reference?

WOW! I was blown away by your answer!! So, YOU do NOT CARE that the seller was massively inconvenienced by the whole matter? Just support the buyers and screw the sellers? Buyers not dinged at all for wasting the time efforts of the seller?? You people at Ebay at just amazing...ALL you care about is YOUR money and don't give a **bleep** about sellers. Ebay deserves to go under....just getting worse and worse and worse while your fees go up and up and up.
