What is the best way to report certain sellers on here you suspect as not being honest..?

You need to remove the names you cannot name and shame on the seller forum Always remember if you are not happy with your purchase or it is not as described you can always open a return request.

Best bet is still the Not As Described dispute.
The seller has to pay for Return Shipping and you get an full refund.
If the seller does not cooperate, you still get your refund, and the seller gets a Defect on their account which can lead to higher fees, restrictions on the number and value of listings, or even a closed account.
Do you ask your sellers for provenance before buying?

Have removed their names...

Do you have proof that they are not being honest?
Without identifying the seller would you please share what you think the seller did wrong? Does this have to do with your other thread regarding some advice you got from another seller?

Unless you have 100% rock solid positive proof do nothing if your best inclination is that you only SUSPECT
Elvis had a song about Suspicious minds

You know you can't enforce this part of your description, right?
"This is being sold as is. All sales are final."

Here's a link explaining how to report a seller https://www.ebay.com/help/buying/resolving-issues-sellers/report-issue-seller?id=4022&st=3&pos=1&que....
You can report a buyer under your sales in your Hub by finding their purchase. The drop down menu has it in there.

Not really sure what the OP is going to report the buyer for. The seller sold, and the buyer purchased, a digital item. There is no way to prove delivery, it's digital, and the buyer has no way to return anything which may be one of the reasons ebay prohibits the sale of digital items with a few exceptions

You don't report sellers that you suspect are not being honest.
You report sellers that you know are not being honest.

Something about the pot and the kettle comes to mind.
Do you "HONESTLY" believe those are "fair" prices you are showing?

Spot on but some folks like to make up their own rules and dismiss or haven't read and understood the eBay polices.
