Does it have to do with our monitor size?
If by design, what function does it serve?

you mean the scroll bar? if you move it to the right........it shows the "rest of the screen"..........

It can change (amount of scroll) depending on the size of the fonts you choose as well. If you hit Ctrl (key) along with the - or + key, it will adjust the size of the fonts on your screen. If you zoom in the fonts, you will see the scroll size change because what is visible changes.

Sorry - thought it would be obvious by pointing out the tiny amount of 'movable space' on the two bars, that any movement of either would be meaningless.
Not a big deal, just something I noticed

Some may choose to split their screens thus changing the size of each screen. The scroll allows you to view data not on the screen. Some may not want to change their font size so this is a way to view missing data from view. So basically, it adjusts the viewable area of the browser being used.
