What is the difference between an interested buyer and a watcher while sending an offer as a seller

 I noticed in the process of sending an offer, there is a difference between interested buyers and watchers. The send an offer feature allows you as a seller to send an offer to interested buyers which is not the same as total number of watchers; at least that is how I  perceived it just now. I have a listing with 5 watchers but only 1 interested buyer; the offer I was going to send seemed like it was only going to reach that 1 interested buyer. Is there a way to send an offer to all the watchers associated with a particular listing? Also is it only possible to do this using the eBay application?

ebay culls out watchers/buyer from the list for a number of reasons...... they can opt out, they may have a history of just watching, etc........there's no way for a seller to contact them.

I just called customer service and they said it was a glitch and that the tech department would look in to it?

Customer Service will tell you anything to get you off the phone. 

The 1st answer you received above is correct.

Some people do not accept any emails from eBay so they can not get offers.

Some people have opted out of receiving offers and are just nosy watching to see what you item sells for.

Because perhaps someone in the EBay tech dept may know the difference between a watcher and an interested buyer.

My guess is that "interested" equals; they look at your listing and "watchers" means they look and clicked the watch button.

 

I've received some emails from eBay with the Subject "still interested in....?", these are things I looked at but did not watch.

I noticed a similar issue this evening. I have watchers on items, when I send an offer, it often says it sent it to less people than the watch list reflects.

I also have a couple items with 1 watcher on them, and I cannot send an offer to these people.

Glitch or are they opted out of offers?

Boils down to what is an interested buyer. Could be one who looks at the item multiple times or the same item over multiple sellers. I guess eBay is playing around with this until they find a good algorithm.

I believe it is buyers who are interested in getting offers. I think a lot of buyers are opting out. One day last week I got five offers and my watchlist is very small compared to the size it normally is when I'm actively buying. For some buyers it could be overwhelming spam and they decide to opt out of receiving offers.

Could it be someone who might have your item(s) in their cart? I often add things to my shopping cart but dont plan on buying it yet....it'll just sit in my cart until I'm ready to purchase everything I have in it.

 

Sorry I didnt see anyone mention about it...and I've had quite a few interested buyers.

I think you are right. I have multiple items in my store with 0 watchers that have “interested buyers”. It even gives me the option to send them an offer.
I’ve had quite a few times something sell when there was nobody watching it.

No, you cannot send an offer to all the watchers.

 

A buyer who has opted out of receiving "Offers to buyers" in his communication settings has indicated that he is not interested in your offer, and eBay will not let you override that.

Yeah seee. I say that because I have an item with 17 watchers and it says 8 interested buyers which makes me think those 8 people have the item sitting their cart. Like I said I add stuff to my cart but dont plan on buying it yet. Haha.

General reply:
Somewhere, one of the "blues" mentioned that now sellers are able to send offers to "interested buyers" - those who do not have an item on their watch list, but who HAVE looked at the item three or more times. I'm not certain how that is differentiated on the notice to the seller.
