I have had an ebay account for years and have over 800 transactions, 300+ are as a seller. I recently opened a second account. I looked high and low on both accounts, and cannot find anything specifying selling limits. Someone in another thread mentioned finding it under the "customize" tab, but it's not there either. The information in the help topics sends me to the hub and specifies finding the selling limit. I want to know what my limits are with the new account. The attached picture shows the only thing I could find that was close. I saw another thread where this was being discussed. Is there an issue or have they changed how they're doing things? How can I get my selling limit?

Try this:
https://www.ebay.com/help/selling/listings/selling-limits?id=4107
One of the first things on that page is a big pink box showing you how many of your allotment have been used this month, out of what the total is. The box sometimes doesn't show up for really old accounts (pre-2000).
The "Promotional offers" box in the image you provided is not about your listing limits; that shows the number of free insertions that you get just for having a selling account. Some new Sellers have listing limits far lower than the allotted number of free insertions, so they can't use them all. I don't understand why "200" is shown in that image, since all US based sellers get at least 250 free insertions per month. The following price charts show how many free insertions each seller gets, based on their Store subscription level:

Thank you for your response. I clicked on the links at the top of your message. No big pink box. Also, the instructions take me to "overview" where I'm supposed to find seller limits. It isn't there. It isn't anywhere, on either of the accounts, and account #1 is ten or twelve years old.

I clicked that link and my limits are $2,000,000,000 per month. It has a tab to apply to increase my limit. I'm pretty sure $2 billion per month will hold me for a while.

You can choose what squares are seen on the "Overview" page.
You may need to customize your view to display the "Monthly Limits" square.

My customize options don't include monthly limits.

...
That's a good link, but the box showing your limits doesn't show up now for sellers who aren't registered for managed payments yet, even if they used to sell some years ago.
But, that page does show this:
And if someone who is not registered as a seller with MP yet clicks the Overview link, they see this. There's no section for Monthly Limits, but there's a red banner and a couple of links to take you to register for MP.
If you try to customize it, "Monthly Limits" isn't an available option for sellers that haven't registered yet.
The promotional box showing "200 insertion-fee listings" is another clue that the seller has not registered for MP yet. While MP was being rolled out, and some sellers were still using PayPal, MP sellers without stores got more free listings, than sellers who were still using PayPal. This was removed from the help page early in January 2022; this was the last capture to show it, from the Wayback Machine:

I just checked with a different account that has never been registered for selling, and the seller hub looks different again.
@this_is_pop_culture, I couldn't find any way to find out about selling limits, or even to register for managed payments, before creating a listing, with a new account that wasn't registered for selling before MP.
No red banner, no links to sign up for managed payments. There's a link to Create your first listing, but nothing about MP unless you click on the Payments tab at the top.
Clicking the Payments tab takes you to this page, but there's not much information. Clicking the Learn More button takes you to making a listing. (I did not find any way to get more information than this, or to register for MP before making a listing.)
