Can't use Managed Payments money to pay for bid????

Went to bid on an auction and ebay wanted to know how I would pay if I win. Managed payments balance is not an option. Only PayPal and a bankcard I have linked for payouts. Why can't I use managed payments balance?

Did Spendable Funds become available in more categories?

I've been hoping to spend money from my Managed Payments in the Coins categories for some time. Sometimes it acts like they are available to be used and other times not. Is it a flaw in the system or did Ebay begin allowing this?
