Went to bid on an auction and ebay wanted to know how I would pay if I win. Managed payments balance is not an option. Only PayPal and a bankcard I have linked for payouts. Why can't I use managed payments balance?

I've been hoping to spend money from my Managed Payments in the Coins categories for some time. Sometimes it acts like they are available to be used and other times not. Is it a flaw in the system or did Ebay begin allowing this?

Why doesn't ebay have the Large Envelope shipping option on their shipping options. I sell a lot of stuff that is only 1-2ozs but might be a little big for a standard envelope. I can get the option on my PayPal shipping account but not right on ebay....
