You have to wait four days. That is how long Ebay lets buyers wait to pay. After that you can close out the process by clicking buyer did not pay button in your sales page.

I know people come here for answers to their questions ... but that's really something you should know BEFORE putting something up for auction.

Oh dear.
So many potential problems.
You will be told if he paid.
Go to-> My eBay (top right on this page)
Go to-> Selling
Go to-> Orders-> All orders
There is a dropdown menu.
You will be told there if the buyer has paid.
Go to-> Order Details
This will give you the customer's address.
Since you are not in the USA or UK, you do not have access to the Global Shipping Program.
If you are dropshipping your supplier is unlikely to actually be in the USA. It's possible, but unlikely.
Are you sure your supplier will ship to the GSP plant? What responsibility will he take for delivery? For damage in transit? How will you handle Disputes for slow delivery or for products that are Not As Described?
Are you signed up for the Managed Payments program?
You cannot get paid if you are not.
You need a checking account with a Lebanese bank. You also need to provide acceptable identification. I used my Canadian passport.

WOW!
As mentioned before, you can't use the GSP. Plus there are so many other things where your lack of knowledge will get you in trouble.

PS: Wonder if the buyer just realized that he is about to pay $12.50 plus shipping and perhaps sales tax for an empty cologne bottle?

If your partner has control of the goods, and will ship to the GSP plant, yes.
Your/his responsibility for delivery ends at the plant.
However you remain responsible for the quality of the product and the accuracy of your description.
Have you and your partner looked at the actual cost of shipping in the USA?
