This is going to be a long story. I bought a pair of sneakers and after anticipating it may be fake, I attempted to cancel the order 4 minutes after purchase. The seller declined cancelation, ship it 3 days later and said I can return it, once I receive the package. [1st red flag]
Couple days later the tracking# provided by SELLER eventually said delivered to at a mailbox, but my mailbox is too small for a package bigger than a letter. [2nd red flag] Nevertheless, I checked the mailbox, nothing. I assumed they might have delivered it to me, or left it out in front, so I contacted my neighbors and asked family if they seen a package, nothing.
I called USPS the next day, and eventually find out that the SELLER shipped it to the wrong address, completely different from my own, with the same zip code as mines.(The tracking# said delivery of package at my zipcode and city only, no exact address). I contacted the SELLER and state that I never received the package and that it has been delivered to the wrong address, as stated by USPS. SELLER states it was delivered to me. [3rd red flag]
Opened a case of not receiving the item with eBay, stating seller says it was delivered to my address but USPS confirmed otherwise. and that it was addressed to the another address not associated with me at all. eBay closed the case claiming it was delivered to my address based on tracking# the SELLER provided having just my city and zip code. I called eBay and they say that they can see the item was delivered and I need proof the item was delivered to the wrong address to appeal the case.
I called USPS 5 times to ask for proof of delivery for the item, but they say that it was delivered to that (wrong) address the SELLER provided sucessfully, and that there is no documentation that they are able to provide. I attempt to go to my local USPS and ask for documentation of confirmed delivery and they say there is no documentation they can provide and that I should call the same customer service number that I've called 5 times already. They also state that eBay should contact them.
I contact eBay and they say they are not able to contact USPS on my behalf because there is not any documentation, and they are neither the SELLER or me the buyer.
I attempt to retrieve the package at that random location to find out it's a run down house with multiple tenants that don't know where anything is. [Red flag 4]
I believe The SELLER sent me a package with the wrong address on purpose I wont be able to receive it to return it. I think im being scammed and have no way of convincing eBay otherwise. I even went to my local precinct to file a claim and they aren't able to write a report.
Lastly, I contacted Paypal after eBay and they state based on the tracking information and the seller it seems it was delivered successfully to an address with my zip code.
So I lose money cause the package was delivered within a mile and half radius from my home, and not the one that I bought it with through PayPal! This is ridiculous!!!

Call the number on the back of your CC and request to do a chargeback you never recieved the merchandise you ordered...

I sincerely hope you backed the paypal payment with a credit card because a chargeback is in order here if ebay and paypal will not help you.

That's exactly what I did. Credit card company is doing their own "investigation" but I'm not as hopeful since I thought eBay or at the very least PayPal would be able to help. Hope this investigation is more so a call to USPS than a simple look at the tracking# which Paypal and eBay did in their "investigation". Greatly appreciate the advice!!

Its a common scam on ebay they only run off the city name and zip code so it can go anywhere in your town and it arrived according to ebay/paypal...

Did you use a cc through PayPal or direct on eBay?

Can't return something never recieved and in these cases its best just to go right to your CC instead of doing the run around with ebay paypal...

What type of shipping method they used? Priority? You said "couple of days", which is impossible on Ebay unless you live very close to the seller and/or they use Priority.
Second point: How on earth anybody can send an item to another address that is not authorized by Paypal?
Third point: Paypal can easily verify the shipping track of any item. They can easily see the address where the item was "delivered".
If this wrong address delivery was possible, chances are they are running an illegal scheme and police should be involved. As I said, they may go through Paypal to change the address, which I am not legal authority nor an expert on the matter.

First red flag is that you did not do your buyer's due diligence and determine authenticity and if you really wanted to buy this before you actually did. Bought too soon, didn't realize what you were buying.
Second red flag. Policy states the a cancellation request is just that, a request. The seller can accept or decline your request and Ebay gives them three days to make the decision. Don't rely on cancellations. Be sure you want what you are buying. Some orders go right to the Shipping Dept where they are irretrievable.

Not a red flag if tracking shows delivery.

I am sorry if the package did not reach you due to a bad address. Hopefully it was not intentional, and hopefully you had the correct address on your payment. But please, for your sake, take a few minutes before you hit buy to be sure what you are buying; you are not alone, there have been a rash of buyers hitting buy, then doing their due diligence which should have been done before purchase, when it would have done some good and possibly averted a bad situation like this.

I would say only if they had actually received something. They didn't. Just my thoughts.
