I don't think age alone matters. Have you googled it to see what the law is?

We deal with ebay policies and ebay prohibits the sale of tobacco.

eBay wouldn't make an exception for an empty package because empty packages are allowed. They are making an exception for  collectible/vintage packages of cigarettes.

I think they make an exception for collectible/vintage packages, not packages of cigarettes.

Can you explain why eBay would make an exception for an empty package?  Empty packages are allowed so there's no need to make an exception to sell something that's already allowed to be sold.

I once sold an old cig machine full of dirty old packs... cool thing... for display.

Nobody in his right mind buys old cigs to smoke them.

But, silly me... of course, someone might try... then, complain.

No idea.

I can only offer my interpretation of what I think the exception means. 

But I doubt eBay intended to leave a huge loophole for people to sell cigarettes as "collectible" 🙂

Also, I think the USPS restricts mailing cigarettes except in a few specific cases.
