I have only used CS a few times but they where always polite and answered my questions. Attitude goes a long way and if it is shouting or disagreeing they usually find a way to get you off the phone. Keep in mind if it is a policy you disagree with there is nothing they can do and it is a waste of both party's time.

eBay customer service is poor at best. You need to reach out on social media via Facebook:

These are US CS agents who actually work for Ebay and may be able to better serve you and your problem. Many positive posts on this forum for their ability to be helpful.

Now sure what "VICE" is. I have had good customer service when a problem occurred. Luckily they are few and far between. I like to talk to a US person who speaks "good English" only because I am OLD and hard of hearing!!!! So I usually do their "CHAT" line and they helps the language barrier.

At times you can get someone who is somewhat hands on, but honestly the biggest complaint on this discussion forum besides, slow sales and eBay sucks is the issue with the lack of professional customer service that eBay provides. And it's not just on this platform it's everywhere. Customer service has been outsourced to so many different companies & venues. Glad to hear you got your problem resolved.

True. But one will never get good customer service, anywhere, for anything, if one cannot communicate one's actual problem, and do so in a clear, calm, and civil manner.
