I spent an hour with eBay "Customer Service" today trying to find out why a customer could not request a total. First person was useless and managed to mess up my policies. Second one called me and told me volume discounts offered on the items were why buyers couldn't request a total.
What a horrible policy!
If I want to give buyers a discount for buying more (in this case he had 33 items from various listings), he could not request a total from me before paying. (in this case his shipping from the listings added up to 2x the amount of the purchase, $350).
The only way to make it work would be for me to refund him the shipping after the purchase.
I asked the eBay rep if they would ever do that, pay $350 for shipping when it should be around $15, in the hopes the seller is trustworthy and refunds the right amiunt, and he didn't care.
I told him I am losing sales from this, and he didn't care. Horrible policy and horrible business!

Don't know if Volume Discount has anything to do with it. I do know that a buyer using a mobile app can't "Request Total From Seller" for shipping discounts. One of the biggest boondoggles on eBay.
Copy and paste from a previous post I made to eBay:
How about getting into the 21st century! Buyers using mobile apps can't "Request Total From Seller", from their cart. This is causing much angst and aggravation for both buyers and sellers. Your own statistics show that a high % of buyers are using mobile apps. Buyers have to pay multiple shipping charges and sellers have to refund those overpayments, with no refund of eBay, or Paypal, fees. Time consuming and costly for sellers. Please, I beseech you. make this a viable function.

Any kind of sale or discount seem to prevent a buyer requesting the total. I agree it is ridiculous in this day and age.
Also some sellers don’t seem to realize it also happens with Immediate Payment Required and is a huge reason sellers should not use it without weighing the cost benefits.

It was specifically the Volume discount blocking the sale, straight from eBay rep. Offering a volume discount (encouraging more purchases) doesn't allow a buyer to request a total for combined shipping before paying.
