Hello everyone.
I sold a product (auction) a while ago. At first, the user didn't pay right away which forced me to contact eBay after a certain time. Sure enough, not even a day after the user responds by saying he was having some money issues and could only pay me next week. He did.
The problem is that I specified that I only send the product to Portugal and he's from the USA. I've been trying to contact him for weeks now with no luck. What am I supposed to do?
Should I just refund and give him negative feedback?

The shipping information in your listings states that you ship worldwide. In the description you say that you only ship to Portugal but buyers often don’t see that area and on eBay you need to stand by what you enter in the shipping field. You can cancel the transaction but as it is your mistake, you may receive a defect from eBay. Sellers can’t give buyers a negative but the buyer may give you a negative for cancelling.
When you list on the US site, the domestic shipping field is always for shipping to the US. You can’t set up a listing on this site without setting up shipping to the US. If You list on one of the European sites, you may be able to set up shipping for within the EU only.

You can't override the shipping settings on your listing by adding contradictory text in your listing.
I've been trying to contact him for weeks now with no luck.
How are you trying to contact him, and what are you saying when you try? Are you asking him a specific question? Are you asking him to do something?
I guess what I am really asking is, are you really just "trying to contact" him, or as you asking him to cancel or to agree to something he may not want to agree to?
Should I just refund and give him negative feedback?
Sellers cannot give buyers negative feedback.

1. If you don't ship outside your country Cancel and use the choice "Problem with address"
2. Next You can NOT give Buyer's Negative Feedback ... and even if you could this situation does NOT warant negative Feedback!!!!
3. Next, in your Site Preferences - Shipping Preferences - Exclude areas you ship to turn all the countires OFF that you do not ship to.
4. Next, make sure on each listing you do NOT select international shipping.

It's just because it's been almost a month since I sold this and he refuses to talk to me.
I can't possibly sell these items without solving this first.

The op is in Portugal and listing on .com. It’s impossible for them to exclude the US.

I did ask him if he was from Portugal before he made the payment, he just ignored what I said or didn't even look at the message.

He did not ignore it. He probably thinks he followed your instructions.
In your first message, you said this:
Just to be sure, are you residing in Portugal at the moment?
If so, can you give your Portuguese address so I can send it after I receive the payment?
A reasonable person could interpret that as asking for a reply only if he resides in Portugal.
If I interpret this correctly, your listing says you ship to the United States, and he paid you and his payment had an address in the United States. He probably think it is no business of yours whether he lives in Portugal or not.
If it has been 25 days, you need to either cancel the transaction or ship the item.
Just remember that if you choose "problem with the buyer's address", that is technically not true - this is a problem with your listing. If you are going to list on eBay.com, you need to follow .com rules ... and one of those rules seems to be that you must ship to the USA.

If your eBay settings are correct the sale would not have occurred.
Mine are.
Including Paypal.
I have many buyers in Balize, and their eBay account is.
The sales do go through because the buyer uses a shipping forwarder, usually in Florida.

Many buyers do not answer or even look at eMail on a regular basis.
A seller should not assume a message will even be seen let alone answered
