I have been both a buyer and seller on Ebay for almost a decade. In the last two months, and since the new "no negative feedback from sellers" has been implemented, I have had two items sold that were never paid for. One of these buyers had multiple negative comments under the positive feedback header, since there was no other way to alert others to their poor practices. I reported this buyer, given this obvious history, and she is still buying away on Ebay. Apparently, Ebay only cares about their own money, and not that of their members. For this reason, I will be looking to other sites to sell my items that allow more transparency and meaningful feedback-- for both sides. All of life has consequence, Ebay should be no different.

Two unpaid buyers in like 10 years since the policy went in to effect?
Either you don't sell much or you've been lucky

There is a consequence. It's called the non pay bidder block setting.

Feedback does little, if anything, to help "warn" other sellers. If sellers are leaving false positives (against policy) that probably means they aren't filing and closing the proper unpaid item cases.
I have my settings set to block buyers with unpaid strikes, so that is what helps other sellers.

To the best of my knowledge, this rule has been in effect at least 10 years, possibly longer.

There are consequences but it takes sellers acting to block these buyers, by using the Unpaid Item Dispute and the setting up of Buyer Requirements in one’s account, to bring them to fruition.
Instead of leaving false positives in Feedback (which does nothing since those comments can easily be stricken from the record) if sellers opened the UID, the deadbeat buyers would find they are blocked from purchasing from a vast number of sellers who use Buyer Requirements to weed them out. Ebayers with 2 or more Unpaid Item Strikes in one year are effectively banned doing this.
Ebay has given us the tools to mitigate some of these bad buyers, but some sellers don’t use them. And while buyers might find ways around the blocks, it is against policy for them to do so and reporting such behavior can get them on eBay’s radar. Links provided below for more info.

The sellers probably are filing unpaid disputes. They just leave the false positives before the disputes are closed. I just had a seller leave false positives before the unpaid item cases close, and the feedback was not automatically removed. She did it 4 buyers last I checked.

Recently there have been posts from sellers who have closed their unpaid item claims, i.e., given the nonpayment strike, and who then are complaining that when they go to leave feedback they can only choose a positive rating not a negative. So it seems like the policy has changed and only the buyer is blocked from leaving feedback.

No negative feedback from sellers is not new; it was institued in 2008. So it is hardly new~it's ten years old.
Warning other sellers doesn't do anything. Most time, you meet the winner of your item when the listing ends. Nothing you can do about it then.
Sellers were posting false, retaliatory feedback to buyers in reponse to a buyer's honest neg; that is why Ebay removed the ability for sellers to do that~due to misuse. Honest buyers were leaving the site due to that treatment, and telling their friends, who told still others. Sales are down, and this could be a contributing factor.
You open an Unpaid Item Dispute 48 hrs after the listing ends, and close it 96 hrs later. This gives you your fees back and gives the buyer a strike. Just two such strikes and they won't be able to buy from thousands of sellers for a year. Most sellers have their block set to block those with 2 strikes in a year, for a year.
