Hello everyone,
I'm sure this isn't the first time this will happen to me, but I had someone make an offer on an item I was selling and 48 hours later, I never received payment. The buyer also never responded to any reminders that I left them. I ended up canceling the order so I could relist. However, now that I have done that, I am unable to create an Unpaid Item Case until the buyer acknowledges the canceled order (doubtful this will happen). Will I be able to retroactively be refunded the Final Value Fee? eBay would have taken around $35...

Cancellations get your fees back. Depending on the reason you used to cancel, you might also earn a defect. There is no only one allowed a year rule.
As others stated, unless the buyer asked to cancel, you should have filed the unpaid item case, but either will get the fees back. Have you checked your account summary to be sure it isn't there?

The cancelling thing is a bit like returning things on amazon, you have to pick the reason that makes it not your fault. So, out of stock is your fault, can't find it or it's damaged is your fault... you want to click "buyer asked to cancel" (but as others have said, you have to do the unpaid item thing, ideally).
Just like amazon charges you for postage unless it's their fault, ebay assigns you naughty points for doing things they don't like.

The one a year rule is for cancelling auctions with bids while the auction is still active. I think they’re confused.
